Summary
Government of J& K introduced the solar power policy on 18 March 2013. The minimum capacity cap eligible under this policy is 1MW. Nodal Agency of J& K, J&K Energy Development Agency (JAKEDA) would identify the potential sites for the project and developers would be selected through bidding process. Major incentives under this policy are exemption of entry tax for solar power project equipments; if Government land is allotted, the premium would be a very less till expiry of the concession period; exemption from court fee for registration of documents related to lease of land; mortgage deed shall be exempted from payment of stamp duty; if forest land is involved, J&K Government would grant permission to use the land for non-forest purposes; exemption from demand cut to the extent of 50%of the installed capacity of SPPs. For sale of power within or outside the state, transmission/wheeling charges shall be applicable as per the regulations of the State. Facility for banking for captive use or/third party sale shall be provided for 2 months. Renewable Purchase Obligation (RPO) will be applicable in accordance with the regulations issued by the J& K Electricity Regulatory Commission(J&KSERC) as amended from time to time. The distribution licensees who fail to meet the minimum solar power purchase obligation shall be penalised. As far as the Clean Development Mechanism (CDM) benefits are concerned, the solar power project developer would pass on the gross benefits of CDM to the distribution licensee with whom PPA is signed. Solar Power Promoters can also possess one tradable RE Certificate per 1000 units of Energy (1MWh)
