This policy in Jammu &Kashmir; (J&;K) Policy for development of Micro/Mini Hydro Power Projects came into force in 2011. Any of the private sector entities, central power utilities, state governments or any other government entities and their joint ventures is eligible to generate power under this policy. The Projects shall be reserved for execution by IPPs that are permanent residents of State of Jammu and Kashmir. J&;K Nodal agency would identify the location for the development of Micro Hydro projects. The IPP can sell about 12% of the power to the state to avail water royalty. All the infrastructural facilities and charges will be borne by the IPP. One of the remarkable feature of this policy is the different kinds of incentives granted for the IPPs. They are : no entry tax for the equipments for the project under this policy; if Government land is allotted, the premium would be a very less for 40 years; exemption from court fee for registration of documents related to lease of land; mortgage deed shall be exempted from payment of stamp duty; Royalty would be charged after 10 years of project commissioning; projects under this would be exempted of water usage charges for the first 10 years; 10 % subsidy would be given additional to the central subsidy for power projects; 3% interest subsidy would be given on working capital facilities. Apart from this the projects are also eligible for financial assistance from Central Government.
