Summary
This policy came into force on 03 October 2012 and is applicable to projects with installed capacity up to 25MW. This Policy sets a goal of commissioning 150 MW additional capacity from Small Hydro Power Projects by 2017 through private participation. Small Hydro Power Projects will be identified by the Government agencies such as KSEB, ANERT, Energy Management Centre and will be assigned to private developers as independent power projects or captive power project only through the competitive bidding route on Build Own Operate Transfer mode for 30 years from date of allotment. After the BOOT period the developer shall transfer all facilities to the Government free of cost. The state transmission utility or the kerala State Electricity Board (KSEB)will have the first right to purchase power generated from small hydro source. In case the transmission utility or KSEB is not intending to purchase power, then State Electricity Regulatory Commission will permit non?discriminatory open access within the State of Kerala to sell the power to any entity within Kerala. Tariff determined by KSERC would be applicable to the purchase of power from the developer. Wheeling charges would be as per KSERC's norms and incentives allowed by MNRE/Government of India will continue to be passed on by the State Government to the developer through ANERT. Developers will be expected to adopt Corporate Social responsibility (CSR) in project implementation.
